The Federal Energy Regulatory Commission's ("FERC's") ongoing effort to audit public utility compliance with the agency's Standards of Conduct and Code of Conduct rules took a surprisingly hard turn recently. Both sets of conduct rules dictate the manner in which utilities are allowed to interact or deal with their affiliated companies.
