2009 Amendments to Illinois Lottery Law: Private Management of the Lottery

Illinois has enacted sweeping amendments to its Lottery Law that provide for private management of the Illinois Lottery. The amendments became effective upon Governor Patrick Quinn's approval of HB255 and HB2424 (Public Acts 96-0034 and 96-0037) on July 13, 2009. The legislation was part of a package of revenue generators intended to fund a statewide capital improvement program, including a pilot program for the sale of Illinois Lottery tickets via the Internet, the Video Gaming Act, increased taxes on certain store goods and increased vehicle license fees.
