On October 13, 2009, the Connecticut Department of Environmental Protection ("DEP") published notice of its intent to adopt new regulations setting minimum flow standards for the state's rivers and streams. The Proposed Stream Flow Standards and Regulations ("Proposed Rules") were developed as required by Public Act 05-142 [Connecticut General Statutes ("C.G.S.") ยงยง 26-141a and 26-141b], directing DEP to develop regulations expanding current stream flow standards to include all rivers and streams rather than only those stocked with fish.
