On April 10, 2009, the U.S. Environmental Protection Agency (EPA) published draft regulations (40 C.F.R. Part 98) proposing a mandatory federal greenhouse gas (GHG) reporting program. EPA Administrator Lisa Jackson has stated that the mandatory GHG reporting program will be used to assist in the development of climate policy.
