On November 30, 2011, the U.S. Environmental Protection Agency (EPA) issued its draft 2013 National Pollutant Discharge Elimination System (NPDES) Vessel General Permit (VGP) for public comment. The draft VGP would replace the current 2008 VGP, which expires in December 2013.
