October 1, 2013: Health Insurance Exchanges Open

The key provisions of the Affordable Care Act (“ACA”) are slated to go into effect this week. On Tuesday, October 1, states and the U.S. Department of Health and Human Services (“HHS”) will open their Health Insurance Exchanges, otherwise known as “Marketplaces.” The Marketplaces will exist online and, if they operate as intended, provide a central site at which individuals and small groups will be able to compare and purchase health insurance plans. As of this writing, however, the Maryland and DC state Exchanges are not fully operational, and many applicants have not been able to open an account on the federally-facilitated Exchange.
