As of the 15th of January 2009, the National Immigration Institute (hereinafter "INM") established a new procedure to grant to aliens their admittance permits and documents at the various Mexican Embassies or Consulates abroad. This new admittance procedure was established by an inside Circular issued by the INM indicating the various INM offices in the Mexican Republic, the new way of documenting aliens, who have requested an admittance permit for Mexico.
