The Brazilian Government has submitted to Congress its proposals to significantly change the legal and regulatory framework for the exploration and production of oil and natural gas in the pre-salt area and certain other areas deemed strategic by the Government. The pre-salt layer covers 112,000 km2 of deep-water area that is estimated to hold recoverable reserves of roughly 50 billion barrels of oil.
