The H-1B visa cap imposed by Congress continues to paralyze U.S. employers who seek to bring professional foreign nationals into their workforce on initial H-1B visas. If other visa options are not available, such foreign nationals may be required to delay their employment start date until the start of the fiscal year, which is October 1, 2005.
