On April 28, 2006, the Coast Guard issued a notice titled Maritime Identification Credentials (the "Notice"). 71 Fed. Reg. 25066. This Notice, which became effective on publication, prohibits access to waterfront facilities subject to 33 C.F.R. part 105 (Maritime Security: Facilities) by persons that do not possess appropriate identification credentials as detailed below.
