The Department of State and Department of Homeland Security ("DHS") announced in April their plan for the Western Hemisphere Travel Initiative ("Initiative"). The stated goal of the Initiative is to "strengthen border security and expedite entry into the United States for U.S. citizens and legitimate foreign visitors," by allowing border security to "conduct more effective and efficient interviews."
