Last week, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) issued final orders in four administrative actions to pipeline operators in New Jersey, Pennsylvania, Ohio and Texas. The most significant case involved the assessment of a $425,000 civil penalty to Kinder Morgan Liquid Terminals LLC (KMLT), the operator of a petroleum terminal that suffered an oil spill three years ago. The other cases involve less significant violations with more modest administrative sanctions.
