Responding to soaring rates and allegations of fraud and over-utilization, the Florida Legislature recently passed comprehensive reforms in the state's workers' compensation and automobile insurance system. These reforms should contain many of the cost drivers that have resulted in an unstable and unprofitable insurance market in Florida.
