  • On June 22, 2004, President Bush signed H.R. 1086 into law. The Act has two major titles, one offering a carrot, the other more of a cudgel. The carrot is found in Title I, the Standards Development Organization Advancement Act of 2004. The Act continues Congress' decade-long effort to encourage certain kinds of pro-competitive collaboration by extending to standard-setting organizations the same antitrust protections and liability limitations that Congress made available to joint ventures engaged in research, development and production under the National Cooperative Research and Production Act of 1993.
