Paul Byron Starr, a principal with the firm, was born and raised in San Antonio and graduated cum laude from Baylor University in 1995 with a double major in Marketing and Business Statistics. He received his J.D. from Baylor School of Law in 1997. Paul is a member of the State Bar of Texas and is licensed to practice before the United States Court of Appeals for the Fifth Circuit and the United States District Court for the Northern, Southern, Eastern and Western Districts of Texas. He is a member of the Texas Association of Defense Counsel and has been published in Texas Lawyer Magazine. Paul was recognized as a “Rising Star” by Super Lawyers, a Thompson Reuters publication, in 2010-2013.

Paul has significant and successful jury trial and bench trial experience in both Texas state and United States federal courts, and has handled successful appeals in numerous Texas courts of appeals. Since joining Germer in 2001, Paul has focused upon insurance defense litigation with emphases on personal injury and construction litigation, medical malpractice defense, insurance coverage issues, and representing physicians and other healthcare professionals before peer-review and state licensing boards. Paul also practices in the areas of administrative law , civil litigation , commercial litigation , estate planning and probate , premises liability , products liability , professional malpractice defense and torts .
