  • When the District of Columbia Council passed the initial captive law in 2000, it made a significant commitment to the alternative risk transfer industry. During the past four years, the captive industry has continued to grow, and the D.C. Department of Insurance, Securities and Banking ("DISB") has benefited from the experience of other captive domiciles.
