Experience: Mr. Monsour maintains offices in both Baton Rouge and New Orleans. Counsel to various developers, lenders, investors, brokers, consultants and businesses in connection with the use of federal and state tax incentives, both locally and throughout the U.S., including historic rehabilitation tax credits, new markets tax credits, film tax credits, live production and infrastructure tax credits, tax increment financing, real estate syndications, enterprise zone reimbursements, restoration tax abatements, conservation easements, accelerated depreciation and bond financing, as well as financing programs administered and insured by the U.S. Department of Housing and Urban Development (HUD). Counsel to various developers, brokers, consultants, lenders, investors and owners in many aspects of commercial, multi-family and single-family development. Representation of multi-family developer in closing of the nation's first federally insured HUD 221d4 financing combined with federal historic tax credits, state historic tax credits, federal new markets tax credits, state new markets tax credits and a two-tiered lease pass-through structure under the National HUD Master Lease Garvin Policy Memo. Representation of various clients before local planning and zoning commissions and city councils throughout the State of Louisiana regarding zoning changes, permitting, variances, subdivision issues, regulatory approvals and other land use matters. Experienced in local, state and federal government contracting work, including compliance with the state procurement the Federal Acquisition Regulations.
