  • In February 2012, the US Congress passed Title VI of the Middle Class Tax Relief and Job Creation Act of 2012, commonly known as the Spectrum Act. The Spectrum Act authorizes the Federal Communications Commission (FCC or Commission) to conduct an incentive auction of the broadcast television spectrum in which broadcasters may voluntarily relinquish their spectrum usage rights in exchange for a portion of the resulting auction proceeds.
