  • On November 7, 2002 the Treasury Department released "voluntary" best practices guidelines for U.S. based charities that make grants internationally (the "Guidelines"). According to the announcement from the Treasury Department's Office of Public Affairs, these guidelines are "intended to reduce the likelihood that charitable funds will be diverted for violent ends."
