  • On January 29, 2007, the Nuclear Regulatory Commission ("NRC") approved a final rule that enhances security regulations, including a revised "design basis threat" ("DBT"). The revised DBT rule, which will be codified at 10 C.F.R. ยง 73.1, provides a general description of adversaries who might attempt radiological sabotage against which licensee's physical protection systems must be able to defend. Although the guidance documents containing the specific measures associated with the rule are withheld from the public for security reasons, the final rule contains a general description of the modes of attack, capabilities of attackers, and the intention of the attack.
