Doug’s practice focuses on business and regulatory law, specifically in the utility, infrastructure, construction, transportation and energy industries. His unique practice allows him to serve clients with both commercial and business law advice as well as regulatory advice and representation.

His business law practice experience includes construction projects, mergers and acquisitions, banking and financing matters, transportation transactions and agreements, land development projects, and public-private partnerships in the infrastructure and utility sectors.

Doug’s strong business background includes management experience in the transportation and resource industries. His clients include private and public corporations and businesses, as well as public institutions and agencies, and local and regional governments.

He also regularly represents his clients before regulatory tribunals on matters concerning public utility regulation, telecommunications, electricity generation, natural gas transmission and distribution, project operating and environmental approvals, land and water licensing and permitting.

Doug is the Past President of the Canadian Transport Lawyers Association and Past Chair of the firm’s Corporate Commercial Securities Practice Group.

•Acts for a public utility issuer in the private placement issuance of corporate debentures.
•Represents a leading distributor of parts and industrial supplies in a variety of corporate and commercial matters, including acting on a number of purchase and sale transactions.

•Represents owners and contractors in tendering and procurement processes and in the review and negotiation of construction contracts for civil infrastructure, Oilsands facilities and industrial projects.
•Advises on and drafts standard form tendering, request for proposal and construction contract documents for owners and general contractors.
•Represented a major contractor in negotiation of public private partnership agreements for the construction of the Southeast portion of Henday Drive in Edmonton.
•Represented the owner in public private partnerships for the development of electric generation and transmission projects in the Northwest Territories.
•Represented owners in engineering, procurement and construction contracts for the construction of a coal gasification facility in Alberta and a hydroelectric facilities in the Northwest Territories.


•Represents Alberta’s largest municipality in public utility regulation matters before the Alberta Utilities Commission, and provides strategic advice on associated regulatory matters.
•Represents Alberta’s largest municipality before the Canadian Radio-television and Telecommunications Commission on telecom matters, and provides strategic advice on associated regulatory matters.
•Represents Alberta’s largest provider of rural electric distribution service in regulatory proceedings before the Alberta Utilities Commission, and provides strategic advice on associated regulatory matters.
•Represents a leading waste management company with management and defense of transportation operating violations.
•Secured water license and land use permit approvals for the construction of a hydroelectric dam in the Northwest Territories.
•Represents an electric utility with respect to operating and water licenses for the operation of hydroelectric facilities.
•Acted for applicant in environmental assessment approval for a hydroelectric generation and transmission project in the Northwest Territories.
•Provides advice on regulatory and commercial issues associated with the transloading and shipment by rail of petroleum products, including Oilsands based products.
•Acting on behalf of both private and government parties in submissions before the Canada Transportation Agency on railway regulatory matters, including the formulation of Service Level Agreements.
