  • The climb of the stock market through the late 1990s was a boom for multiemployer plans as well. By the end of the 20th century, more than 80 percent of multiemployer plans were fully funded. In fact, many plans were so well-funded that they were forced to improve benefits so that employer contributions would continue to be deductible. And many employers stopped worrying about withdrawal liability.
