The reason given by the authors of the draft for introduction of these provisions is essentially the necessity to protect local populations against the harmful impact of wind power stations and the absence of independent research determining the actual impact such installations have on the environment.
However, the draft is giving rise to great controversy even amongst members of the Polish Parliament, as some of them are of the opinion that the amendment will make it generally impossible to erect such power stations in Poland. Due to the fact that this amendment and the draft RES act are of great importance for the Polish energy market, the Polish prime minister has recently appealed to the parliamentarians not to reject them.
