  • On October 3, 2007, the State of California and Oceana, Friends of the Earth and Center for Biological Diversity ("environmental groups"), filed separate petitions asking the Environmental Protection Agency (EPA) to promulgate rules to regulate the emission of greenhouse gasses from ocean-going vessels. These petitions closely followed the recent Supreme Court decision in Massachusetts v. EPA, wherein the Court held that greenhouse gasses are air pollutants under the Clean Air Act (CAA).
