  • The Georgia Government Transparency and Campaign Finance Commission has recently ruled that individuals who discuss proposed or pending legislation with public officials in Georgia as part of their employment may need to register as lobbyists prior to those discussions, even if they were not specifically hired to do lobbying. (See Advisory Op. 2011-1.) The key is whether they were compensated to attempt to influence legislation. The Commission is also considering an important advisory opinion request addressing procurement lobbying.
