  • As part of the administration's plan to jumpstart the American economy, on March 4, 2009, President Obama signed a Memorandum for the Heads of Executive Departments and Agencies on Government Contracting (the Presidential Memorandum) which orders significant changes to government contracting aimed to cut wasteful spending and fraud by directing the Office of Management and Budget (OMB) to issue new guidance for each federal agency to: (i) eliminate unnecessary sole-source and cost-reimbursement contracts, (ii) maximize the use of competitive procurement processes and (iii) clarify rules to restrict when outsourcing is appropriate.
