  • Ghana's vision to be a trade and investment Gateway to West Africa, led the Government to commit itself to a concession of railway operations to the private sector. This paper juxtaposes the processes used to select a private sector partner with the World Bank's standard procedures and examines whether the concession option would yield the desired objectives. The paper also uses the new Public Procurement Act as a yardstick to test the process in the light of the unique challenges which affect PPP infrastructure arrangements in Africa.
