Croatia’s 2012 quota for work permit extensions will be 3,000 - 2,300 less than were available in 2011. The work permit quota for new applications will be 988 in 2012. New application quota numbers were unavailable during the first half of last year, with limited availability in the second half.
Within the overall quota, available work permits are allocated to various industry sectors. Over half of the 2012 quota for new permits will be set aside for shipbuilding-related occupations.
As a practical matter, most employers of skilled workers will be largely unaffected, as foreign workers who qualify as key personnel are exempt from the quotas. To qualify as key personnel, a foreign worker must have a high rank within the employing entity or possess knowledge that is indispensable to the employer’s services. The determination whether a foreign national is “key” is typically within the discretion of Croatian immigration authorities.
