Mark was born in Ohio in 1961 and grew up in Miles City, Montana. He attended Whitworth College in Washington where he obtained a B.A. degree in Journalism in 1983. He then attended the University of Montana School of Law and graduated, with honors, in 1986. He then became a Law Clerk to the Honorable Paul G. Hatfield, U.S. District Judge, District of Montana, 1986-1999.

Mark has been active in his community and presently serves as the President of the Board of Directors of the Great Falls Public Library. He also served on the board of the Heisey Youth Center. Mark is active in coaching youth sports and is currently the Junior Varsity coach of Great Falls Central High School boys basketball team.
