  • On May 28, 2003, the U.S. Department of Labor issued proposed regulations concerning the federal COBRA notice requirements for group health plan sponsors, administrators, covered employees and qualified beneficiaries. The proposed regulations address four primary items: (1) COBRA's general notice provisions; (2) the notice requirement for employers; (3) the notice requirement for covered employees and qualified beneficiaries; and (4) the notice requirements for plan administrators.
