  • On May 28, 2003, the United States Department of Labor (DOL) issued proposed regulations concerning the COBRA health continuation coverage notice requirements. While these new regulations are generally proposed to be effective for plan years beginning in 2004, the preamble to the proposed regulations states that administrators should immediately cease using the 1986 model COBRA notice.
