Widely known for his teaching and writing in government contracts, Jerry was recruited to join Venable LLP, an American Lawyer top 100 law firm. At Venable, Jerry represented many of the top defense contractors including Lockheed Martin and Raytheon. Because of Jerry's rapport with government lawyers, he was frequently retained by contractors whose recently awarded contracts had been protested. The awardees used Jerry to work along side of the Government lawyers to prepare the best possible protest defense.
Intellectual property generated under government contracts is one of Jerry's specialties. He has published the seminal paper on trade secrets and DOD contracts. Having served on the Army Science Board and as an inventor on four U.S. patents, Jerry is no stranger to technology.
Although unusual for a lawyer to do so, Jerry sits on "Red Teams" and "Black Hats" during to the proposal preparation process for major acquisitions. He contributes a unique "what wins" perspective that he has learned from scrutinized over a hundred source selection decisions that have been subjected to protests. He also serves as a safeguard against proposals overlooking something that can result in failure.
Jerry prefers small businesses for clients because he believes he can have greater impact on their success. He gave up being a partner at Venable LLC to become the General Counsel of a small technology company that raised over $100M in venture capital and generated over 75 patents.
Jerry's fascination for business led him to Harvard University where he completed a year-long graduate program. Jerry leveraged his business training to be a co-founder of the Q-Track Corporation where he served as the first CEO. Thanks to several millions of dollars in federal R&D funding, Q-Track has been able to pioneer two breakthrough wireless technologies. Today, Q-Track is exporting products to China. Jerry is also co-founder of Still Serving Veterans and the Working Wounded Warriors (W3) Corporation.

Army Science Board (1999-2004). Served on panels ranging from reviewing wireless technologies for the Future Combat System to advising how the Army can entice venture capitalists to invest in technologies of interest to the Army.
NASA Headquarters Industrial Process Action Team (1996-1998). Made recommendations to NASA on acquisition reform initiatives.
