• New Registration Procedures in Effect for Foreign Visitors

  • Foreign nationals visiting Azerbaijan for more than three days are now required to register with the State Migration Service within three days of arrival, effective April 1, 2013. Previously only those who were to stay longer than 30 days were required to register, and the registration process was handled by a local police department.

    The changes apply to visitors only and do not impact requirements for holders of Azerbaijani work permits or temporary residence permits. Those spending less than three days in Azerbaijan do not have to register.

    To register, foreign visitors must submit documents confirming their address in Azerbaijan. A foreign national’s inviting entity or hotel may complete the registration process on his or her behalf. The SMS will accept the registration documents by email, mail, or in person. Currently, there is no fee to register. At this time, the SMS is not providing registrants with signed or stamped confirmation, but once the new process is fully implemented, the SMS will issue registrants formal written confirmation within one day of submitting the documents.

    The SMS is expected to fine foreign nationals who do not register timely. Failure to register can result in a loss of lawful immigration status.

    Foreign nationals may experience delays in having their registration processed in the coming weeks as the SMS assumes its new role.
