The processing time for standard residence permits - both initial filings and renewals - has increased from five to 15 business days in Beijing, Shanghai and Guangzhou. Similar increases are expected in other cities across China.
The increased processing times will limit applicants’ ability to travel outside of China. Foreign workers' and their dependents' passports are retained by the authorities during residence permit processing, meaning that applicants cannot exit the country until their residence permits are approved.
With the nationwide implementation of the new Exit-Entry Law on July 1, 2013, additional changes are anticipated within China and at Chinese consular posts. These changes include lengthier processing times and additional document requirements for residence permits and business visa applications.
