  • The creation of captive insurance companies started offshore almost 40 years ago in exotic locations such as Bermuda, Guernsey, and Gibraltar. In part, the establishment of these alternative risk transfer mechanisms in these offshore domiciles can be attributed to the ease with which they could be created and the relatively liberal way in which they were regulated. Their establishment reflected a desire to escape the inflexible strictures of the U.S. state-based regulatory system.
