  • On September 11, 2009, President Obama imposed additional duties on imports of certain passenger vehicle and light truck tires from the People's Republic of China for three years. This proclamation followed a decision by the U.S. International Trade Commission (ITC), under Section 421 of the Trade Act of 1974, 19 U.S.C. ยง 2451 (Section 421), that such Chinese tires caused market disruption in the U.S. tire industry. President Obama's memorandum calls for an additional 35, 30 and 25 percent duty in addition to the present 3-4 percent general duty rates in the first, second and third years, respectively (although the ITC had recommended even higher rates).
