  • On January 1, 2004, California became the first state to enact legislation that provides state-paid benefits to workers who must care for sick family members. California's "Paid Family Leave Insurance program" ("PFL") is the product of two bills passed by the California Legislature and signed into law by California's former Governor Gray Davis. The most significant provisions of the PFL are found in California's Unemployment Insurance Code Sections 3300-3305.
