  • Acknowledging that they were the "most controversial" federal procurement regulations it had ever published, the FAR (Federal Acquisition Regulation) Council, on December 27, 2001, revoked the "Contractor Responsibility Rules." Those regulations -- which had taken effect on the last full day of the Clinton administration -- linked eligibility for federal contracts to a company's compliance with various nonprocurement laws, including those related to labor and employment.
