Matt graduated from New Mexico State University in 1977 and obtained his Juris Doctorate from the University of New Mexico in 1982, where he was named to the prestigious Order of the Coif. Matt has litigated issues involving civil rights, employment law, RICO issues, construction-related claims, and insurance coverage. In addition, he has handled a number of employment cases involving the termination of state employees and the State Personnel Act. He has litigated and has defended individuals charged with alleged violations of Section 1983, Title VII, Title IX, and the Americans with Disabilities Act. Matt is also a skilled appellate advocate, having written briefs and argued a variety of issues in both state and federal court. He has worked extensively with the Open Meetings Act, the Public Records, and the Inspection of Public Records Act. Matt has represented a multitude of government entities to include the City of Las Cruces, Dona Ana County, New Mexico Association of Counties, and its constituent members, New Mexico Public Schools Insurance Authority, Gadsden Independent School District, Las Cruces Public Schools and Las Vegas Public Schools, among others.
