Biography

A highly-experienced construction law attorney, Steve Annino believes in taking an active role in understanding his client's construction projects. He is a frequent visitor to client sites to assess first-hand job progress, job dynamics and site problems. The Woodrow Wilson Bridge is one of the many high-visibility projects he has been involved in.

Mr. Annino has spent his career negotiating and litigating civil disputes, primarily in the construction law field, in Maryland, Virginia and the District of Columbia, and has handled construction claims before various boards of contract appeals, the American Arbitration Association and the Virginia Department of Labor and Industry. Two of his cases have resulted in published opinions by the United States Court of Appeals for the Fourth Circuit and the United States Bankruptcy Court for the Eastern District of Virginia (see below).

His experience with commercial contracts covers everything from highways to condominiums, commercial buildings, private residences and industrial projects, and has represented owners, community associations, contractors, subcontractors, suppliers and architects in affirmative and defensive actions and claims, including numerous mechanic’s lien cases. He also has a wide range of related experience in contract negotiation, document preparation, dispute resolution, business law, and False Claims Act claims.

Mr. Annino has been serving since 1997 as General Counsel for the Heavy Construction Contractors Association. Steve has authored, co-authored and contributed to articles in the fields of civil litigation and construction law. He has also lectured and presented seminars for the National Business Institute, Inc., Associated Builders and Contractors and the Heavy Construction Contractors Association. Before joining Rees Broome, PC in 2013, Steve was a founder and the managing partner in the construction law firm of Kasimer & Annino, P.C. Steve is also a licensed real estate agent.
