U.S. District Judge Scott Skavdahl granted motions filed by North Dakota, Texas, Montana, Wyoming and oil and gas industry groups Independent Petroleum Association of America and Western Energy Alliance to lift a stay on the case imposed in December. The states and groups have challenged the 2016 Waste Prevention Rule, claiming it exceeds.
