  • The EPA’s climate change program is a combination of rules issued under the Clean Air Act and executive orders implementing policies on greenhouse gas emissions reduction. The most extensive program is contained in former President Barack Obama’s Clean Power Plan rules,<sup>1</sup> which are aimed at the energy supply and power generator industries. More recent rules governing oil and gas drilling by new sources also contain detailed standards.<sup>2</sup>
