Toward the end of fixing the retired teacher’s health care plan, state Rep. Lance Gooden has filed House Bill 151. Governor Gregg Abbott has assented to the inclusion of the bill on the special session’s schedule.
The bill would take $1 billion from the state’s rainy day fund and would allocate it to the TRS health plan over the next four years to cover the fiscal shortfall. HR 151 will also provide guidance to the managers of the health plan to get the system into some kind of fiscal shape.
According to Texas lobbyist and attorney Jake Posey, rising health care costs and an aging population that is in need of more medical services have become a fact of life. Texas lawmakers are going to have to address the need to keep the health care insurance programs that the state administers, such as the TRS plan, to keep them in long-term fiscal health.
