Experience and Responsibilities:
1987-2006: Sayed has strong tracking record in accounting and auditing with solid experience of 20 years and has achieved exceptional results when involved in auditing of medium and large organizations. Sayed has comprehensive knowledge and understanding of complex accounting methods, and enrich experience within an internal and external environment. During this period, Sayed hired different positions as Public Accountant, Chief Accountant, Internal Auditor, Finance Manager and Head of Finance Audit in very popular organizations such as Cooper & Lybrand, High Council for Vocational Training, BAPCO, Bahrain Training Institute (BTI) and Ministry of Health respectively.
March 2006- July 2009: Consultant | Ministry of Health: More than three years of experience in the Ministry doing all the work related to the Legislative Power (both chambers: The Shura Council and The Representatives Council) including participation in the preparation and discussion of law and draft all replies to questions, investigation committees and interpellation relating to the Ministry.
July 2009 – March 2011: Assistant Undersecretary for Financial and Technical Affairs | Ministry of Health: During this period, Sayed was responsible for and manage different directorates in the Ministry including Finance Directorate, Medical Equipment Directorate and Engineering & Maintenance Directorate. Sayed played a vital and important role in the Ministry associated with many burden of duties and responsibilities including but not limited to: prepare and control the annual budget of the ministry, set the financial objectives and policies, develop and implement the financial plans, evaluate the financial policies, programs, systems and strategies and many others.
May 2011 – to date: Chief Executive Officer cum Lawyer | Hassan Radhi & Associates: Sayed has been working on different range of transactions involving capital markets, mergers and acquisitions and related corporate matters. Sayed also advises the financial institutions on the provision of regulated financial services and development of banking products and services in Bahrain. His enrich financing experience in this field assists him in advising on conventional and Islamic financing, restructuring of finance facilities and collateralization of finance. Sayed specializes in corporate law, including company formation and registration, restructuring, establishment of financial institutions, fund formation and preparing all relevant legal and statutory documents, due diligence for existing companies, and real estate acquisitions. He is experienced in a broad range of commercial matters including banking and finance, employment law, and litigation. He has experience in drafting legal agreements, advising on contracts, commercial companies’ law, Central Bank of Bahrain law, labor law, insurance law and telecommunications law.
Sayed Jaffer is the CEO at HASSAN RADHI & ASSOCIATES and he is responsible for leading the development and execution of the Company’s long term strategy. Sayed responsibilities entails being ultimately responsible for all day-to-day management decisions and for implementing the Company’s long and short term plans. He acts as a direct liaison between the Senior Partner and the Board and management of the Company. The CEO also communicates on behalf of the Company and represents it in the external and local conferences.
Sayed is Ex-Tender Board Member during (Aug 2009 – May 2012) and he was involved to evaluate bids in accordance with the specifications as set out in the provisions of the Regulating Government Tenders and Purchase Law and to conduct such an evaluation as stipulated by the law.
In 2008, Sayed enrolled in the Ministry of Justice and Islamic Affairs till to date as Accounts Expert and also officially registered as a Certified Arbitrator since 2013 at the GCC Commercial Arbitration Centre.
Training and Courses:
Sayed participated in different outstanding programs, courses, workshops and conferences with substantial and in-depth knowledge and met with experienced group from various backgrounds that helped the participants to enrich the discussions and exchange the knowledge and experience and allowed for fruitful interactions. The non-exclusive list for the attended topics was: Swaps and Derivatives, Client Feedback, ISO 9000 Lead Auditor, Team Building, Accounting, Auditing, Management and Medical Terminology. These events held in different venues: Bahrain, Paris, Budapest, Lisbon, Singapore, Dubai, Dublin and Jordan.
