Shelly co-chairs the Meltzer Lippe Real Estate Group and concentrates his practice in commercial real estate, representing both landlords and tenants in office building, industrial park and shopping center lease negotiations as well as mortgage financing for similar properties.

Since joining Lew Meltzer in 1976, Shelly has continued to represent clients in their acquisition, syndication and development of various real estate properties. He has been involved in the conversion of residential and office properties to cooperative and/or condominium ownership, the creation of single as well as multi-section condominiums and homeowner's associations, and the rehabilitation of multi-family apartment buildings. Shelly has closed several workouts with major commercial banks and insurance companies for real estate developers on Long Island.

After graduating from Boston University School of Law, Shelly worked at a general practice firm in Boston, but later he was able to fulfill his dream of practicing in Manhattan. After completing his call to active duty in the Army Reserve, Shelly served as Assistant Counsel with the New York division of a foreign bank. He then joined a major New York City law firm that concentrated in all phases of real estate law. He represented both landlords and national retailers in lease negotiations. He has also represented a number of real estate investment trusts and other lenders in both construction and permanent financing.

Shelly is a member of the Commercial Leasing Committee of the New York State Bar Association and an advisory board member of First American Title Insurance Company of New York. He frequently lectures on real estate law and participates annually in the law conference of the International Council of Shopping Centers. He is a member of the Commercial Real Estate Committee of the New York State Bar Association and has served on a special subcommittee which created a new form of Subordination, Non-Disturbance and Atonement Agreement for use in commercial transactions.
