  • In Natural Resources Defense Council v. McCarthy, &under;&under; F.Supp.3d &under;&under;, 2017 WL 491147 (N.D. Cal. Feb. 7, 2017), the district court considered what constitutes a “revision” to a state’s water quality standards. Under the Clean Water Act (CWA), the Environmental Protection Agency (EPA) is duty-bound to review the “revised” standard.
