In 1995, Greg was appointed as Director of the Residential Utility Consumer Office (RUCO) and participated in over 100 rate proceedings before the Arizona Corporation Commission. During this time he also worked as a consultant for the World Bank and The United States Agency for International Development (USAID). In 1999, he left RUCO and accepted a position as Chief of Staff of the Arizona State Senate.
