Biography

Michael Saxl joined Verrill Dana following his service as Speaker of the House in the 120th Maine Legislature (2000-2002).

While representing his Portland district, Mike pursued a variety of initiatives, from seeking increased access to affordable health care, to championing tax credits aimed at creating new educational opportunities. Prior to serving as Speaker, Saxl served as Majority Leader (1998-2000) and Majority Whip (1996-1998). As a legislator, Saxl developed on diverse issues ranging from health care and higher education to tax reform and domestic violence. When Maine's term limit law precluded him from returning to the State House, it was only natural for Mike to seek out new avenues to continue to pursue his passion for public policy and politics.

At Verrill Dana, Mike is using his public policy experience to provide a cutting-edge combination of services to clients, under the aegis of Maine Street Solutions, the firm's strategic consulting group. The venture provides the firm with a variety of capabilities, including traditional legislative advocacy, public relations, grass-tops and grass roots advocacy, and campaign management. Mike helps numerous clients navigate the public arena through his ability to provide multilateral strategic advice and planning.

This mix of services has been largely unavailable from a single firm in the state of Maine. Mike believes that clients can utilize Maine's relatively small size to their advantage - a concept he calls the small state phenomenon. According to Mike, anything is possible in a small state because of the ease with which messages can be disseminated among critical audiences.

Mike has particular interest in the ways in which citizens can inform the public debate on issues and make a difference in fashioning policy. Grass-roots efforts, of course, can often be used to great advantage in moving an initiative forward. However, Mike also relies on the use of what he terms grass-tops advocacy, in which influential members of the community are called upon to shape opinion through peer-to-peer communications.

By combining his advocacy, strategic communications, and campaign management services through a full-service law firm, Mike believes Verrill Dana will be able to provide a more holistic, multilateral approach to resolving a client's problems. By merging public policy experience with traditional legal practice, Maine Street Solutions provides clients with the best chance to achieve their goals.

Emera Maine: Omnibus Energy Legislation
We represented Emera Maine in 2013 as part of Omnibus Energy Legislation authorizing the State of Maine to procure up to $75 million of natural gas capacity in New England.

Emera Maine: Opposition to Adverse Legislation
In 2012, we successfully opposed legislation on behalf of Emera that would have prohibited affiliates of transmission and distribution utilities in Maine from owning electric generation facilities in the State.

Emera Maine: Support of Favorable Legislation
Assisted Emera Maine in working with multiple stakeholders to pass legislation requiring the Maine PUC to facilitate an examination of alternatives to net energy billing to support solar energy development in Maine.

Summit Natural Gas of Maine: Opposition to Adverse Legislation
Representation of Summit Natural Gas of Maine before the Maine Legislature, including successfully opposing legislative efforts that would have interfered with Summit’s ability to invest hundreds of millions of dollars to build natural gas pipelines in Maine.

Telecommunications: Helping Radio Provider Win Contract to Build Statewide Radio System
Verrill Dana assists major national radio vendor win and retain $50 million contract to design and build a statewide radio system in Maine. To win the bid, we helped our client submit one winning proposal, defend a bid appeal, and then submit a second winning proposal. We continue to help our client work with state and local officials as the system is designed, and built.

Verrill Dana Helps Methadone Clinic Win Local Approval in Sanford, Maine
Verrill Dana has a long history of helping methadone clinics in Maine, having helped permit the very first clinic in the mid-1990’s. In early 2011, a Massachusetts based provider of opiate addiction treatment services approached Verrill Dana for assistance in opening an outpatient Methadone treatment clinic in Sanford, Maine. On October 2nd, 2012, after more than 18 months of work, Verrill Dana succeeded in helping the client win approval from the Sanford Town Council to open a clinic.
