As a Portland native, Spencer returns to Verrill Dana, and Portland, with a unique knowledge of the community that raised him and a strong interest in serving that community. Since returning to Verrill Dana, Spencer has joined the firm’s real estate practice group where he handles residential and commercial transactions for a variety of clients. Spencer’s focus includes sales and acquisitions, boundary disputes, title issues, financing, permitting, zoning and leasing.
Prior to joining Verrill Dana, Spencer attended Northeastern University School of Law where he served as a member of the Student Bar Association and the Black Law Students Association. Additionally, Spencer was a legal intern at the Massachusetts’s Land Court, the United States Attorney’s Office, District of Maine, and the Conservation Law Foundation. In November of 2015, Spencer was elected to serve on the Portland City Council, District 2, continuing his commitment to public service.
When he is not working, Spencer can be found enjoying Portland’s foodie city title, running the boulevard, or spending a day by the lake. Spencer is also a member of the 2013 Championship Verrill Dana Softball Team and enjoys playing pick-up basketball.

Emera’s Acquisition of Swans Island Electric Cooperative
Verrill Dana’s energy group represented Emera in its 2017 acquisition of the Swans Island Electric Cooperative, a local utility serving two remote Maine islands. The transaction involved identifying and acquiring hundreds of assets of the Cooperative, including numerous utility easements that had been used by the Cooperative for decades. The Verrill Dana team was led by Mark Googins, Tony Calcagni and Bill Harwood.
LUPC Ruling Reversal
Obtained reversal of 10-year-old Land Use Planning Commission ruling for Moosehead Lake landowner. New determination found that landowner’s property was consistent with LUPC rules and allowed landowner to convey family camp to another family member.
Oakhurst Dairy: The Natural Goodness of an Enduring Legacy
Oakhurst Dairy has been a family-owned business for three generations. When the Bennett family decided the sale of Oakhurst was best for the company’s growth and long term success, they sought Verrill Dana’s guidance to ensure the transaction honored their company, its employees and the values that have made Oakhurst a trusted brand since 1921.
Solar PPA Negotiation on Behalf of Brunswick, ME Nonprofit
In 2016, Verrill Dana worked with The Gathering Place, a nonprofit organization based in Brunswick, Me., in negotiating a solar power purchase agreement with Maine’s largest solar installation company.
