Biography

Bill Gray is head of the Bankruptcy Team at Sands Anderson, with 30 years experience representing clients in bankruptcy proceedings. Bill carefully listens to clients to understand their needs, and then proposes tailored solutions to achieve his client’s goals.

Bill has sucessfully represented banks, trade vendors, landlords, and local government, as well as committees and trustees in complex commercial bankruptcy cases filed in U.S. Bankruptcy Courts. He has extensive experience with adversary proceedings and contested matters, asset sales, claim objections, preference and fraudulent conveyance actions, plan confirmations, and secured lendor claims. Bill is an adjunct member of Sands Anderson’s Professional Liability team, representing bankruptcy attorneys and local firms in discliplinary or malpractice claims. He has been a speaker on bankruptcy topics at multiple continuing education conferences sponsored by Bar Associations.

Bill also serves a variety of businesses, individuals, and trade associations in legislative matters before the Virginia General Assembly, and regulatory matters before state agencies. He brings a comprehensive understanding of the legislative and regulatory process, and personal relationships with influential members of the General Assembly, Executive Branch and State regulators. From protecting the interests of trade associations to defending insurance agents before the Virginia Bureau of Insurance, Bill works to support your success at every step.

Prior to joining Sands Anderson, Bill was a senior attorney with the Federal Deposit Insurance Corporation (FDIC). He is a past-President of the Executive Committee, Bankruptcy Section of the Richmond Bar Association, and is presently a member of the Executive Committee, Bankruptcy Section, Virginia Bar Association. He is also a member of the 2001 Class of the Sorensen Institute of Political Leadership.

•Represented Chapter 11 Official Committees of Unsecured Creditors and Official Committee of Equity Security Holders.
•Represented numerous secured and unsecured creditors in several large and complex Chapter 11 bankruptcy cases, including, LandAmerica, Alpha Natural Resources, Health Diagnostic Lab, Toys R US, and many others.
•Representing landlords in large retail bankruptcy cases, including Movie Gallery and Circuit City.
•Represented creditors in Section 363 Sales, lien avoidance, claim objections, lease assumption/rejections, and plan confirmation matters in Chapter 11 bankruptcy cases.
•Represented creditors in consumer Chapter 7, Chapter 12 and Chapter 13 bankruptcy cases, including motions for relief from stay and asserting priority or secured claims for governmental entities.
•Represented a state-court appointed receiver in judicial dissolution of a limited liability company.
•Conducted commercial property foreclosures.
•Defended preference and fraudulent conveyance claims, and served as a mediator in preference claim mediations in large bankruptcy cases.
•Represented local governments in matters pertaining to tax claims and priorities.
